Hi Kris,
My '93 Aero usually spikes 1/2-3/4 into the red then holds about a quarter into the red. If it's warmer out, sometimes I won't see more than the edge of the striped section. It really varies. That said, I do use exclusively 94 Octane AON fuel.
It is not surprising that you hit fuel cutoff at lower altitudes. Your ECU has calibrated itself for your usual elevation, so when you come down, the turbo creats boost more quickly, catching the ECU off guard - thus, overboost.
To ensure you are getting the best boost possible, you might want to try cleaning out your BPC solenoid (most reccomend brake cleaner in all of the ports, then shaking it out vigorously) - this is the device near the radiator with three rubber hoses going into it and one electrical connection. This is how the Trionic ECU communicates with the turbo/wastegate. The bypass valve only vents boost when the throttle plate is shut suddenly - while this can cause a low-boost condition if worn out, the fact that you can go well above red nearer to sea level seems to indicate that the bypass valve is fine.
Once your BPC is squeaky clean, you can try performing an accellerated adaptation run to see if you can eke out any more boost. Search on this board for "adaptation" for better instructions than I can write. To get the best boost possible, you must always use the highest quality and highest octane rating fuel available.
