You did perform bedding in for the new pads, correct? There's not a 'special' way for cross drilled rotors or the Metalmaster pads, but it does still need to be done. The PBR pads I just got actually have the procedure either on the box or on an enclosed piece of paper, don't remember which at the moment. Generally speaking though, the way you bed in any pad is to be going about 45 MPH, then apply light brake pressure until the car slows to 0-10 MPH. Then drive about 1/2 mile to let the brakes cool down, and repeat the procedure. Do this about 10 times and the pads should be bedded in. I think you can also do this at high speeds, but don't go down as far, for instance if you are starting at 60 MPH, only slow down to 25 MPH, and allow a bit more time between cycles.
If you've already gotten on it with full brake pressure, this is not a good thing, and there is a chance (I can't really say how strong) the pads are now glazed. PBR says not to use full brake pressure until after the above bedding in procedure, or normal city driving of 100-200 miles, only extreme stopping in emergencies.
I put metalmasters and cross drilled rotors on the front of my car (stock setup on back), and was amazed at the improvement in braking power, so something is amiss with your setup. Keep in mind the metalmasters don't perform as well on the first cold stop compared to the other PBR pads, or even the OE pads. After they have warmed up they are much better.
