Installed new Ant. Mast, but will not go down?

I just installed a new antenna mast on my '95 aero. I took the antenna out and opened it up to remove the broken cable and clean it out. Put it all back together fed in the new mast and it sucked it in. But with it all together i have ran it up and down over and over again and it will not go down all the way. I have got it to go down a few times if I help it, but as soon as I put it up and back down it stops with about 8-10" of antenna sticking up. I am out of ideas beside's cutting the cord shorter! Any help would be great. The mast was purchased from SAS, and I already am disapointed in it's fit, so I would not be surprised if the cord is to long.
