First of all, let it be known that your car is OBD-II compliant ('96+ of all cars, Saab and non-Saab), and that means when the CEL comes on, it stays on until it is extinguished by the use of a diagnostic tester (free at any AutoZone) or a ScanTech tool ($30 at a dealer or indie). By disconnecting your battery, you not only erased any and all codes stored in the ECU, but you also set your ECU to ground zero. The ECU now needs to know how to set the engine performance according to your style of driving, environmental issues, input from numerous sensors, etc. This will take approx. 2 weeks, all being done while you drive. During this time, be sure to use premium fuel and, if trying to attain a high-level of performance, maintain an aggressive style of driving (sorry to have to put that in, but just be safe to you and others while doing that...).
To speed up the process, that is where you need a long road where you can hold at 2750 - 3200 rpm's for approx. 5 seconds while the turbo is boosting at its max. Hence the need for a large hill (max boost is achieved, but at a lower speed). If this cannot be accomplished, then you will have to let the ECU do it on its own terms. Mine finally adapted (took a long time), and it was like I turned on a "beast"-switch on that morning out. The ECU finally decided to allows the turbo to boost into the 16 - 18 psi range without warning, and had stayed there ever since.
As for the whoosh sound, that is the BPV (hooter valve) releasing extra boost into the fresh-air box.
