Erratic idle speed control

My '95 CS has an intermittent erractic idle speed control.
It get's into a mode where the idle speed will vary from 1500 to 2000
rpm in a repeatible pattern every 2 or 3 seconds. Sometimes, if I
shut it off and re-start, it will behave normally. 99% of the time it runs fine.
I have removed and cleaned the IAC valve. All vacumm lines are new
silicon. Plugs are new and properly gapped.
Any Ideas?
