A lock consists of a cylinder with tumblers in it. If one or more of those tumblers gets stuck, it can jam things up.
First thing I'd do is peek in with a flashlight and see if there is any obvious foreign object. I'd then get a can of WD-40 with the little plastic spray tube, and flush it out. It could be as simple as a piece of sand got in and is binding things up.
If you remeove the rear panel (from inside), you can access the lock cylinder and take it out. I've actually taken them apart on the bench. You could also try an automotive locksmith to look at it. I would remove it myself to save a lot on labor.
