The TCS performs the function of idle control among the the other things it does. It changes the throttle position to adjust the idle. In 1993, SAAB introduced the first generation Trionic system that combined the ignition and fuel control functions into one computer. The system figures out the air mass based on the engine speed, throttle position and the intake air temperature sensor in the intake pipe. It doesn't need the heated wire system that was in the AMM to calculate the air mass.
Try cleaning the TCS throttle plate, and see if that makes a difference.
