The two things that are not really plug and play here are the computer and the throttle. Saab states that you must return the computer to a baseline setting when putting a new throttle on to prevent damage to the throttle. I haven't seen a specific warning about replacing the ECU, but it seems logical that if you had a used ECU that was not reset to baseline setting, that could also damage the throttle. Now, many people have just swapped components and things went ok, so as Anders said "Are you feeling lucky?"
Your problem reminds me of when my throttle went bad. I would take a close look at that. Mine would work as it warmed up, or if I stomped on the gas a few times to run it through its movement, but eventually it died completely. If your problem is consistently temperature-related I would definitely suspect either the safety valve or the throttle itself. Get a good meter and test all the resistance specs on the throttle. Obviously, you need to test it when it's NOT working to see anything.
Also test the pedal potentiometer. Same idea, but it's so hard to get to that it might be easier to unplug the computer and test at the connector there. You can find wiring diagrams and resistance and voltage specs at Townsend Imports. It's well worth while to print the stuff out and really sit down and try to understand the whole system.
Read my past posts for lots of TCS grief and speculation. (Seriously, I think I've already said everything I can say.) Look at the voltage and resistance tests on the Townsend Imports website. And, of course, read Anders's posts on TCS. He's the expert.
