If there is a hard fault, or even one for a few seconds, the ABS light will come on, and stay on until the car is shut off. This sets a fault, and tells which wheel is at fault.
The issue here, I believe, is that the signal gets just a little flakey at very slow speed. Enough to make the ABS think a wheel isn't turning, but not enough to trip a fault. Speed sensors are also called Variable Reluctance sensors, and the signal output drops as speed drops. So at very low speed, it really is impossible for the ABS to tell the difference between a slipping tire and a weak sensor signal.
I'll bet that cleaning the gears does the trick.
