Yup, that's the flap arm assembly. If it's moving, then everything is right up to that point.
If you can do it, I would try and disconnect the wire from the arm, and try and move the arm with your hand. Does it feel like you're moving a mechanism inside, or does it move very easily with no effort? That might tell you if the flap assembly has broken internally. It's actually two flaps, so it can get interesting.

The foam is the insulating foam around the blower box. I've had it come apart before. A large piece may have blocked a flap.

The thermostat reading is pretty low. Looking at that, I'd guess a stuck open thermostat. Thermostats should be replaced every 2-3 years anyway, so I'd just go ahead and replace it. If you pull it out and see that it's open, then you've found your culprit.

I would try this - put the ACC on ECON, or otherwise turn off the AC. Now you'll just have warm air coming through the vents. Do you feel a temperature difference between LO and HI (temp)? If you feel a difference, then the flaps are probably OK, but the thermostat is bad.

Since the AC runs all the time (or most of the time) when the outside temperature is above freezing, even HI has some AC on. The ACC system is assuming the heat from the heater core will overcome the AC system, and blow warm, DRY air. So if your thermostat is stuck open, the heating system will be very weak. With the AC on, everything will feel cold. With the AC off, you should be able to feel some temperature difference. Heck, stick a thermometer into the vents. Just keep the fan speed the same (2 or 3) as airflow speed can make the same temperature feel different.
