If you aren't gushing oil, there really is no danger in driving it.
Turbos usually don't just stop working. A typical failure mode would be for a seal to fail over time, and you'd notice a lot of blue smoke from the exhaust. Or, a turbo bearing fails - again, usually gives plenty of warning, a nasty sound whenever the turbo spools up. Could it just stop working? Yes, but usually it makes a lot of noise.
I'm going to guess the problem may not be a bad turbo.
However, there are a lot of questions to ask. I'll assume that the car is producing a lot less power, and you're not just going by the reading on the gauge. For example, you could have something as simple as a problem with the hose to the gauge, so the gauge works wrong but the turbo is just fine.
Does the gauge go up to 12:00 (straight up and down)? If so, that's actually base boost. The turbo is working. Base boost is the 'safe' boost level. It'll drop to base boost if anything goes wrong in the APC system. Again, something as simple as a bad BPC valve or electrical contact.
This is meant to reassure - chances are good that it's a simple problem, and you don't need a new turbo.
