In threoy YES but the amount would I doubt ever cause an issue under normal circumstances. This is the one reason that nitrogen (N2) is installed on racing and some truck tires to reduce the rotational mass thus improve acceleration and MPG. Since O2 is a heavier gas than N2 and condensation issues.
