Try a little spray of lubricant down the latch to work it loose. (Use some rags around the area so you don't get it everywhere.) I have had latches break on me on me--both front latches have been replaced in my 1990, but not at the same time. If the latch is broken you'll have to replace it. Mechanically not a big deal, but you do have to dismount the seat and tilt it forward. Also, routing the wire for the light and the seat belt buzzer is kind of a drag.
