Interesting - I looked at a car a few weeks ago (Hadley, Mass) where the same thing had happened. The dealer, who claimed to be a Saab expert, insisted the BPC was the fuel cut-off switch (no switch in '97 - used the MAP).
I can see tying the line from the intake manifold to the wastegate actuator, and plugging the hose that goes to the hose on the input side of the turbo. What that does is keep your engine at Base Boost all the time. Why would anyone do that? Darn fine question. Here are my thoughts-
(1) there is a problem with the boost control. There are some failures of the BPC actuator where you can get major overboost. Maybe the previous owner didn't want to pay for a new BPC. Most problems in the BPC system will cause it to drop into base boost anyway.
(2) Intentionally drop the performance. The car won't be as fast - essentially a CS. If it's an automatic, it'll let the autobox last longer. Maybe somebody didn't want their kid to have as powerful a car. It'll also improve the gas mileage. I call this the 'best scenario.'
(3) problem with the engine. Maybe the engine has been knocking, so they reduced the boost. Again, this doesn't make a lot of sense, because the system will drop itself into base boost if there is knocking. Hey, I don't say it's rational.
I would hook the BPC back up and see what happens. Not only should a car have full power, you should know what you've got. This change was either to keep his kid from getting too rambucious with the car, or as a band-aid instead of fixing the problem. I hate band-aids - you paid for an Aero, get an Aero. If there is a problem, find out what it is and fix it.
