The headlight wipers have the same "make-break" electrical contacts that the windshield wipers have. These contacts are supposed to remain closed for the duration of a single sweep and then open when the arm passes through the "park" (horizontal) position. That way no matter when you release the stalk, the wipers will complete a sweep. The problem comes when the contacts get dirty or fail to ever close - now the arm stops whenever you release the stalk. This becomes a random position. The fix is to remove the wiper motor and carefully open and clean the contacts. They're obvious once you open the little transmission housing.
