TCS was available only on the V6, so that shouldn't be an issue.
The '98 is about the peak for the 9000. All the improvements to be done are in there. The manual CSE has the same horsepower as the Aero. No downside on a '98. The only options on a '98 are automatic tranny.
The issues for the '98 are pretty much the same for the older cars, just not quite as much. Make sure the heater core isn't leaking by waiting for it to warm up, switch the heat to HI, and defrost. Then sniff. Make sure you get both heat and cold.
As to the engine, pulleys should be replaced around 65-75K miles. Inspect the main pulley (aka Harmonic balancer) to see if the rubber is split. Check the motor mounts.
The key is service records that show regular maintenance. You want to see oil changes no longer than every 5K miles. You want to see the 65K and 95K services - coolant changes, brake fluid changes, new serp belt at 65K.
I picked up a '97 CSE with 101K in very nice shape, but the kicker was complete service records going back to 40K. And the previous owner had done all of the required services. I had seen cars at 70K without records, and you could tell these cars hadn't been treated well. I expect them to become very expensive come 100K miles.
