There are a lot of components to this system. There is an electronic control unit in the dash; that's the expensive bit. However, when you say 'sensor', there are a lot of sensors, and not to be confused with the electronic control unit. The car has a glass breakage sensor mounted in the headliner; there are door, hood, and window switches.
And yes, the alarm system can lock out the starter - it's integral to the system. If it were easy to by-pass, it wouldn't be much of an anti-theft system. But before they swap out a very expensive control unit, have them do some more troubleshooting to verify that the problem is the controller, and not a bad switch or a poor connection somewhere.
For $1K, it may be a good idea to find a second opinon. If your mechanic isn't a Saab dealer, as much as I hate to say it, find one for a second opinon. Not that they won't simply replace the most expensive part first.
