don't have to take all the panels off, just one or two panels below the fog light depending how much access room you want.

The hard part is loosening rusted bolts and nuts. Some would not turn or turn with the captive nut on the other side. So you may have to cut the bolts or get to the other side somehow if you insist on doing the job 8-).

The low clearance is a bit of a challenge but can be done if you don't run into siezed bolts or nuts. I changed mine when the car was relatively new so I didn't have problem with siezed bolts/nuts and without jacking up the car.

After I changed the fog light bulb, I rarely use my foglights just from the bulb changing experience 8-).
