I assume that you are used to seeing a higher starting voltage. The indication of a weak battery is the TREND of the starting voltage to go down.
The first thing I'd do is pull the clamps off the battery and clean the contact surfaces between the battery and clamp. Scotchbrite or fine sandpaper works well (I assume you've got the radio code!). See if this helps.
IF that doesn't do it, then I'd assume that the battery is getting weak. Yes, the shop said it was OK. How good a test is it? How much of a load test do they do? Just because the shop test said 'battery OK', don't start looking to replace expensive stuff like the starter. Without knowing exactly what the test does, don't assume the battery is now ruled out.
3 years isn't too soon for a battery to start getting weak. If cleaning the cable clamps doesn't do the trick, I'd keep a close eye on the battery, especially both Starting voltage, and how fast she cranks, when it starts getting colder. If you notice the voltage continues to drop, or the cranking speed is slowing, get yourself a new battery.
