The B234R engine (Aero engine) says that the car has the 4-cylinder turbo. So there are no V6 issues.

According to the info I've seen, TCS in 1995 is found on the V6 (auto), and Aero 4-cylinder, Manual tranny only. So if the car is an automatic, no TCS.

So if it's a manual Aero, then you have TCS. Whew.

The TCS can be a problem, but it's not a reason not to buy the car if it's otherwise good. Most TCS problems can be addressed by cleaning sensor contacts, and in some cases replacement of a failed valve, easily reached as it's mounted on the firewall. However, in some cases TCS can be a real pain.

Elimination of TCS is doable but not simple - it requires new accelerator linkage, throttle body, and ECU.

Again, I wouldn't let TCS scare me away. I'd ask the owner what TCS work they've had done. If they've been having lots of TCS problems, then worry. Could they lie about the TCS? Yes. Then again, they could be lying about everything else on the car, too, and TCS would be the least of your worries. Sorry, had to say it.

Clean titles are easy. A complete set of maintenance records are harder to come by, but worth their weight in gold. Not only does it tell you that the car has been well cared for, it means that you know what you DON'T have to do. Without maintenance records, the car may have been well maintained, and then again, the oil in the crankcase could have been put in in Sweden. These cars can be very expensive if not maintained. Secondly, I like to go through a car after I get it and replace stuff as necessary. If I don't know the last time the pulleys and belt has been replaced, I'm going to replace it, because I don't know how old they are. And stuff like pulleys don't really give lots of warning; to check them, you need to remove the belt. If I'm doing that much work, I'm replacing the pulleys.
