The central locking fuse also runs the interior lights. Does the fuse blow when you use the central locking, or does it 'just die?' Do the interior lights work?
If it 'just dies', not associated with locking or unlocking the car, I'd check the interior lights, specifically the dome lights. Make sure the bulb is the right size. Heck, make sure the lights come on; if they don't, then you've got a short, probably in the dome light, and that's taking your fuse out.
If the fuse blowing is associated with locking or unlocking, I would first make sure that all the doors lock/unlock. If one doesn't, I'd assume the wiring has a short - check the wire, especially where it comes through the door jamb. If the locks all work, then I'd assume you've got a problem in one of the lock actuators. Figuring out which could be hard - try disconnecting them one at a time.
As to the radio code, you'll need to go to the dealer. See the FAQ on Radio code-
http://www.saabnet.com/tsn/faq/radiocode.html
When the radio powers on, it asks for the code. Just punch it into the radio preset numbers. the code is four digits, 1-6; the radio preset buttons are 1-6.
