If the fuel pump is truely running, and you aren't getting any fuel, then it is a plumbing problem. Check the fuel filter for clogging and look for a crimp in the fuel line.
Out of curiosity, if the car is not running, what makes you think the fuel pump is running? If you hear a whirring noise when you turn the key to run position, but not the start position, then you are hearing the ABS pump charging up the brake pressure accumulator. A sure fire test of the pump is to jumper the pump electric feed line at the fuse box. A short wire from the emergency flasher fuse to the fuel pump fuse is a good test. The car doesn't have to be on to try this.
