Weird electrical problem on '98 CSE need help!

Hi,
I have a strange electrical situation on my 91K miles '98CSE. But before I dig in to the question let me describe chronilogical situation to the car first.
July '04: The car is fine, reading EDU volt when the car isn't run but on ON = 12.0-12.5, after the engine runs = >13.0 all time
Aug-Sep '04 : the car was solid parked since I went for vacation, never turned on the engine during the time.
Sep '04- : When I came back pick up the car, obsearved the ON position voltage is only 8.0-9.0 Volt, but after the engine ran (Lucky enough) volt is okay over 13.0 almost all time.
After then, I continued driving the car every day, suspected a 'minor' improvement of voltage at engine stop (now reading around 10.0-10.5).
After the enine run voltage is fine over 13.5.
But here is the problem.
I've notice the significant voltage drop whenever I turn on the ACC or the ACC kicks in, to say below 12.0V (sometimes 11.0!), and I can feel the radio, headlamp, any other ect. stuff dim down the light during the time.
Q1: Is the problem related to the Voltage regulator or the battery?
Q2: Since I went back driving the car again for almost 2 month and the battery volt is still around 10.0V, assuming that the alternator is okay (driving volt >13.0), Is it the time I should change the battery ? Or should I wait a little longer for the battery to be recharged by itself?
