I've had to replace harmonic balancers as early as 60K miles. Of course, that was a bunch of years. I've seen others last forever. The easiest thing to do is inspect it. The failure mode is the inner and outer sections starting to slip, and the rubber filling to the sandwich cracking. The best test is to inspect it. My favorite is to simply draw a chalk mark across the face of the pulley, then start the car a few times. If the line is no longer straight, it shows the outer part has shifted. Or if you see the thin rubber filling cracking. A flashlight and inspection mirror work well. the other is to pull that rubber cover off the fender inner liner and look. But you'll pretty much need to pull the fender inner liner to replace the rubber cover.
If you do replace the harmonic balancer, replace the main crankshaft seal while you're at it. All of 4 minutes extra work. If you're really ambitious, replace the oil pump O-ring. Adds about 45 minutes to the job.
I like replacing the tensioner and idler pulleys every 60K miles or so. Unless the tensioner shock looks in really bad shape or the tensioner pulley is bouncing around a lot, I would leave it alone. I don't usually see the shock failing.
Since you'll have the fender inner-liner off to replace the belt, the lower engine mounts come immediately to mind. You should be able to get a good look at the forward engine mount by looking down from above.
Is the alternator charging voltage getting low? Maybe time for a new voltage regulator. The alternator is more accessable with the fender inner liner off.
Also inspect the water pump for leakage from the weep hole. With the belt off, spin the alternator, water pump, and PS pump to check the bearings.
