1994 9k cs - 197,000mi (on alaskan roads)

In the last few days my car has developed some rather severe shaking at low speeds. i searched the boards looking for similar problems, and found a variety of possible culprits from bearings to tie rod ends to ball joints and cv boots. however, it seems that most all people had excessive shaking while driving at speeds upward of 40mph, while mine are most pronounced at between 10-30mph. at these speeds, there is a side-to-side wobble in the steering wheel, but the car does not pull to any one side. if i remove my hands from the wheel and continue to drive at around 15-20mph, it is possible to see the steering wheel rotate left and right of the center by about 1/2" in either direction. the car doesnt change course really, but it is very disconcerting to hold the wheel while it shimmys on its own.

unfortunately i have a limited amount of tools at my disposal and an even furhter limited budget. combine this with the fact that the nearest saab dealership is over 500 miles away, and you can understand my concern. has anyone experienced similar problems and remember the culprit? the help would be much appreciated.
