If you were low on water, it makes sense you wouldn't get heat. The heater core is at the top of the cooling system, and if you've got air in the system, you'll have air in the heater core. Not much heat from that.
You haven't mentioned what year car you have. In all models, the temp gauge is driven by the EDU electronics. In the later models (96 and later, for sure), the temp gauge reading is strongly modified by the electronics - basically, it reads below 9:00 unless something is seriously wrong, in which case it jumps up to red. So it doesn't really show the actual temp.
