The rear caliper is probably stuck. This is usually due to rust and dirt buildup in the piston.
Yes, you can replace the caliper and re-use the pads and rotors. That assumes the the dragging caliper hasn't chewed up the pad or rotor too much.
The cheapest approach is to remove the caliper and rebuild it. You can buy a rebuild kit pretty cheaply (about $10). However, the caliper may be too far gone. I usually just buy a rebuilt caliper (last I checked, $60 at eEuroparts) and replace it. Less car downtime. You will have to bleed the system if you open it up by removing the caliper.
Of course, make sure the parking brake isn't dragging.
If one caliper is dragging, you can just replace that one.
