I had this problem on my 1983 900S when I had to replace a 17-year-old license plate when the state revised the design. Start drilling with a small drill bit to make a pilot hole, then increase in size up to about 6mm or 1/4 inch, the size of the bolt's shank. You do not need to go any deeper than the depth of the bolt head. Try to hold the bolt heads with a pliers (using your free hand) so they don't spin. Once you get the head off, you can tap the rest of the bolt into the bumper, never to be seen again.
To mount a new license plate, I used expanding nuts, like what one would use for mounting heavier things on drywall. They aren't as thick as the old bolts, but they did the job - use an appropriate sized washer to hold the license plate.
