I'm not an authority by any means, but here's my $0.02.

Yes, the belt could be bad. I've gotten belts from eEuro as well, and not had any problem. I would guess the likelihood of this happening as really, really small, but not totally unreasonable. I would definitely look for something else.

A seized alternator pulley would both rip up your belt and prevent the battery being recharged--you and your brother are using great logic! Voltage regulator is about $40 from eEuro. I'm replacing the one on my 88 this weekend, and that car has 200,000 miles on it. It didn't fail, but I'm noticing the dash display not reading as high as normal. Seems to be cheap insurance for the future to use a new BOSCH VR (I've heard bad things about the other VRs available).

I just replaced the crank pulley on my 88 this year (190,000 miles +), it didn't fail, but was squealing pretty regularly. $70 from eEuroparts--again, cheap insurance. If it were me, I don't think I would do it now. I would definitely mark the pulley with a chalk line (I spray painted a line across the new one when I put it on) so that you can check if the rubber is failing or not.

I'm sure others will have some comments, but it seems like you and your brother are on the right track. Let us know what you find out.
Good luck.
