Yes, this can be the problem even if the motor cranks. The +12V system has 2 main branches. The first, goes directly to the solenoid/starter from the positive battery terminal - that why it cranks. The second supplies the rest of the car (including ignition and fueel pump)- it is the thinner red cable at the + battery terminal. The wires are crimped together inside the terminal. With age, the wires lose electrical contact due to oxidation and corrosion inside the + terminal and deliver a trickle of power to the rest of the car - that's why the relays chatter - not enough current flowing through the corroded thiner cable.
The simplest test is to try to start while someone is pushing in and wiggling the cables at the + battery terminal, or connect a booster cable between the + terminal and the positive distribution block in front of the bsttery (it has a plastic cover that needs to be pried off).
(This happened on my '94 9KCSE and was fixed by a new cable and positive battery terminal).
