NOx high because it's too hot.
CO and HC high because too rich, restricted air filter or iginition timing too advanced thus imcomplete burn inside combustion chamber. Here are few reasons why it might be causing HC and CO high:
1) O2 sensor output is faulty. If ECU see excess O2 in the exhaust because of bad O2 sensor, it will dump more fuel to intake. Too much fuel, not enough air then high CO & HC.
2) If you have clogged up air filter, you will not have enough O2 in combustion chamber, thus incomplete burn.
3) Iginition timing too advanced, thus air fuel mix started burning before maximum/optimized pressure is reached inside the combustion chamber thus uncomplete burn.
4) Make sure there are no leak in the intake system. ECU keep track of everything that goes into the combustion chamber, and if you have un-accounted air mass, it will mess up air/fuel ratio.
5) Faulty coolant temp sensor. If ECU thinks that the engine is still cold, it will provide rich miture to the engine.
6) Make sure your cat is at operating temp. so that it will function properly and efficiently.
How did your car fail? Idle or 2500 rpm. Does NJ require dyno testing? Keep us posted on how you fix this problem. I really hate it when my car fail emission test, and the shop want to change one thing after another and charge you an arm and a leg. Hope this help with your diagnosis.
