David there is no URL when you get properties from a file that is on your PC unless your PC has a web server running (and then it would need to always be connected and accessable from the internet). There are sites that let you upload images to their server and then you can use the URL that points to their server. For instance if you have a Yahoo! account you can upload images to the photos section and make the folder public. Then anyone can view the images and you can copy and paste the URL into a message on this board.

There are many other sites that offer this. Try googling for 'free image hosting'. Also if you have a broadband connection then most likely it came with a free website that you can setup and upload files to.
