Do a search on the board, and you'll find lots of responses.
However, to answer your question, yes, this could be related to your shifting problem. It also could not be related, but instead be something inside the transmission. Wait ... don't panic! DIY repair would be $40 in parts, and no special tools needed.
The cable should be able to move side to side. After all, it's connected to your gas pedal! There is a nut that holds a sheath in place at the bottom of the throttle body. When you say that it is loose, does "loose" mean that you can move it, or does "loose" mean that the cable is not in a straight line going straight down?
At home is my AT service manual (up to MY95), so I don't know the specific measurement for the kickdown cable, but it could have slipped/been adjusted incorrectly, etc. The correct adjustment is measured in millimeters--I can look it up later if you are interested--and can make a HUGE difference in how well your transmission shifts. Adjustment is easy, but it's best to know the measurement first, because it's such a small increment.
The typical cause for the harsh 3-4 shift is broken/worn accumulator springs, which live in the valve body of the auto transmission. Very easy to replace--take you 2 hours tops the first time :-). Call Eriksson's and talk to Nat--very knowlegeable but can still relate to non-engineer types.
