A few responses-
As to the dash, any fix will look like, well, a fix. Replacement is all I can think of. I've never seen a dash split on a 9000; I'd want to find out why. Is it the dashboard or the top, horizontal panel? The top panel is pretty easily replaced.
Hubcaps - when you find out, tell us. I'll bet you can't get it off the shelf. My only recommendation is to go to an auto paint shop; they can usually mix up just about anything.
Stereo - get yourself some spray contact cleaner - Radio Shack sell it, at least. Pop out the stereo (and EQ), and remove the connectors and spray them well. Let it dry. Put the connectors on and off a couple of times to wipe the surfaces. I've had a lot of flaky stereo problems go away with simple contact cleaning. Of course, you'll need the stereo code to get it working again.
Car cover - check the back of Road and Track or Autoweek for vendors. Lots of folks make them. I don't like car covers unless the car will be sitting in a garage. I had a car cover on my Sonett, and it wasn't a happy thing. Remember, car covers get wet - either from rain, or just from the morning dew. Taking it off is like taking off wet clothing, and now, what are you going to do with the sopping wet cover? It's even more fun if it gets wet, then freezes. And it's CRITICAL that you keep the car and cover spotless. Otherwise, the wind blows the cover back and forth, and the cover grinds the dust into the pain. Please don't ask me how I know. Even with the soft interiors, they'll grind dust on the car into the paint. Just my opinion.

Headlight - Your best bet is to remove the headlight bucket itself. Now you can turn it over and pour out the water. Water gets in because either there is a small hole in the lens, or the bulb seal on the back is bad. Make sure you renew that seal - usually comes with a new bulb. Yeah, it's a pain to remove the headlight housing, but it's the right way to do it. If the water hits the bulb, it'll shatter.
