With a clutch problem, the engine revs would go up faster than the speedo. You'd also notice clutch slip on hard shifts. Probably not the clutch. And if it was slipping like you describe, you would have burned it out by now. The smell would be a dead giveaway.

The first things to do is check for vacuum leaks - look for split hoses, old hoses, hoses fallen off and dangling in the works.

Next - how old are the spark plugs? Are they the exact right NGK plugs as called out in the manual? Are they gapped per the manual? The Trionic system will cut back boost if you're knocking. The Trionic system uses the plugs for knock detectors, and poor/wrong plugs are good start on bad performance.

How old is the air filter? Make sure it's clean, and no squirrels are nesting in it. Don't laugh - check! Same with the fuel filter. Probably no squirrels, but they clog with time.

Of course, fill the tank with some premium fuel, just to make sure you don't have a batch of bad gas.

If all the hoses are good and properly attached, the plugs happy, the filters clean, then you can start looking at other factors. Turbos usually don't start losing boost - the typical failure mode is for them to work great but burn lots of oil, or to sieze up. Since you're getting out of the green, the turbo is working. After you've done all the other tune-up items, as a check, remove the W hose from the BPC and plug it on the BPC end. VERY CAREFULLY take the car out and accelerate. You should get absolute gobs of boost. No, don't leave it that way. It does show that the turbo is working. I'd start looking elsewhere - check the archives for Base Boost. You seem to be getting less than base, but the info there is still good.
