Check your old pulley seal surface to see where the new seal was rideing/rubbing.Does the old pulley have any grouves worn into it from the old seal.If by chance the new seal you installed ended up in the exact same spot on the old pulley,and it had wear grouves worn into it the seal would not have been as tight as on your new pulley,so i would not worry about it.When installing a new seal you always need to put a little light grease inbetween the lips on the seal to provide startup lubrication so the seal won't wear on breakin.Did you do this both times?
