I just finished a complete overhaul of the tensioner system. You can change the belt from above without removing the wheel liner, but it's really tight. I would suggest first to measure the old belt to check if it was the right length. Some belts are too short and cause too much tension and subsequently destroy bearings on the other belt driven components. I put a belt 102" long although the "original" replacement calls for 100.5". It works much smoother now.
You can compress the tensioner by running a stainless steel 6" hose clamp around the tensioner shock and tightening the clamp. I noticed you’re in ONT; I’m in Toronto; if you need any further help email me with your phone number I’ll be glad to help.
