That sounds like what happened to me. There is a thermistor in there, and the idea is that if the wiper is jammed by ice or something, the thermistor will respond to the extra load and shut down the current to the motor so that the motor doesn't burn out.
These thermistors seem to get oversensitive with age. Then you get the problem you are having. The wiper starts its sweep, the thermistor begins to heat up and resist the current, and the wiper stops. Next time you get in the car, it has cooled off, and you get a little more movement.
If you look inside, the thermistor is a little metallic chip of material stuck between two contacts. If you knew where to get a new one, it would be easy to fix. I considered just getting rid of the thermistor, but there is a good chance the motor would get burned out without the protection.
If anyone is good enough with electronics to tell us what to replace these thermistors with, please help!
