...there is the EXPENSIVE part, the Throttle Body ("TB"), the accelerator pedal potentiometer (which measures the pedal's position and signals that to the electronic throttle body -- your throttle and that in any 9000 TCS car does not have a direct cable/pulley connection to the throttle body), the safety valve on the false firewall, the two-colored plastic check valve right next to the safety valve.
Simplest things to try (and that you can do yourself) are:
-- Replace the TCS systems vacuum hoses. You can get a full set of ALL vacuum hoses in silicone from John at SAAB Savior.
-- Replace the plastic check valve on the false firewall. MAKE SURE to put the new one in place in the right direction! You can get the parts from eEuroparts.
-- Replace the safety valve on the firewall. You can get the part from eEuroparts. First, before ordering it, swap it out with the safety valve mounted in the engine bay on the driver's side fender/wheel well. Mounting bracket's different, but valve is the same. If you do this, just be sure to note where the vacuum lines plug in to the safety valve over the wheel well, so you can put it back in place post-test. If your TCS problems are cured by the swapout, you can either drive the car without the second valve, which will eliminate cruise control, or (and this is what the proactive Peter would do) order the firewall safety valve and put the other one back over the wheel well.
"Indie" means "independent (SAAB) mechanic." Note that if you change the throttle body or pedal potentiometer, you might as well have your Indie do it -- the car's ECU (computer) must be reset both BEFORE removing the aformentioned parts and AFTER replacing them.
