Yes, the same relay is used for turn signals and hazard flashers. However, the relay uses separate inputs for hazard and turn signals. Depending on what's wrong inside the 'box' we call a relay, you could still have turn signals but not flashers.
Then again, it can still be the switch. The switch has a set of contacts inside where the bulb is normally driven from the dash lighting (light on). When you push in the switch, the bulb is disconnected from the dash lighting, and should be driven off the flasher, so it flashes, too. If the contacts aren't being made properly, the switch wont' be telling the flasher to run.
The flasher uses fuse 12 to provide power for the turn signals. It should always have power from fuse 22. Make sure the fuse is good - replace it even if it looks OK.
The flasher relay takes 12 volts from fuse 12, through the turn signal switch (right or left) to actuate the flashers. However, the command to turn on the hazard flash comes into the same relay through a different pin, and that is a ground connection to start the flashers (open is no hazard flasher). So there is different circuitry inside the relay box. But at a minimum, I would make sure the contacts are good.
