You can buy the Motive if so inclined from thier website, or board sponsors for $45. The dealer price varies, and could be cheaper or more expensive depending on what else they may be doing to the car.
An important part of all Saab maint is to bleed the brakes every two years. Spend the bucks or buy the bleeder. It is $$ well spent, as it protects the calipers and gives you better braking.
That said, it could be the pads or disks that are causing poor performance. My wife had PBR metalmasters on her '95Aero, and they were really scary the first few stops on a cold morning. I replaced with PBR Deluxe and the performance increase was immediate and dramatic. The Metalmasters work fine on my '95CSE! Go figure. Others report that slotted and drilled rotors do not work well for them for a variety of reasons.
A search on this board under 'rotors' or 'brake pads' should produce a wealth of information on other's experiences. I've replaced rotors all 'round for around $100 from site sponsor, and pads all 'round for under $60. Not a bad DIY, if you are into such work.
The brakes should work much better than what you describe. Hope you can get it sorted out so you can appreciate what great brakes can do.
