The tensioner pulley should move at least 3/4" and give enough slack to slide the belt back. There could be a few reasons for your problem:

1. When compressing the tensioner shock, use a long handle breaker bar and 19mm socket on the tensioner pulley nut. Push towards the windshield forcefully but very slowly. The oil in the tensioner shock flows through very small orifices inside the shock and needs time to compress.

2. Check the length of the new belt - it may be too short. IIRC the length should be 100.5" (I replaced mine with a 102" long belt and it was much easier and seems to run smoother).

3. Slide the belt onto the idler pulley it's the easiest place because it has a small diameter without grooves (a few people prefer to mount the belt from the A/C pulley because it's higher and right in front of you - I find it harder because there is a higher ridge around the pulley and because of the grooves you cannot slide the belt sideways like on the idler pulley.)
