I don't recall it exactly, but here goes....
He had an incident with a customer's where the valve in the tank (or filler neck) that shuts off the fuel in accidents or rollovers was stuck. It created a huge vacuum, so the pump was effectively trying to inhale the entire tank. On the car he had in the shop, it was actually collapsing the tank! IIRC the gauge was reading erratically, too, but not sure.

He's been working on Saabs for 10 years and had never seen anything like it. I don't remember if he replaced the valve or the whole tank, but he fixed the problem. But that makes sense relative to your problem.
