The turbo gauge has three zones - white or green to the left, a little gap, then yellow, then red. By definition, the gap is atmospheric pressure. When the car is off, the needle should be around the gap.
When accelerating hard, when you'd expect boost, do you get into the yellow at all? If so, then you are getting boost, just not as much as you'd normally expect. If it's getting about into the middle of the yellow, search the archives on "Base Boost" There is a world of info out there.
If you aren't getting any boost - it never gets to the yellow, then it could be a few things. Yes, turbos can die, but they usually give warning in terms of burning oil, squealing, and the like. The most likely reason would be the wastegate actuator is stuck or the 'hooter' valve has ruptured or stuck open. With a COLD engine, reach under the turbo - you'll find a linkage that runs to a cylinder - the wastegate actuator. The linkage should move in and out of the actuator a little, with some force. Expect only about 1/2 inch of movement. If it's stuck, free it up.
The hooter valve is a black plastic cylinder, about 1.5 inches in diameter, floating in the hoses by the transmission. It'll have two fat hoses and one thin one. With the engine off, pull the thin hose off the intake manifold and suck on it. If you can pull air through, then the hooter valve is shot. It should be like sucking on a closed hose.
Lastly, look around for hoses off, and the like.
