The temperature sensor signal is 'conditioned' by electronics in the EDU before it gets to the gauge. In newer 9000s, and your '98 is as new as they come, the electronics significantly filters the signal going to the gauge. It compensates for lots of things like engine speed, load, temperatures, and the like. All of this because folks spent so much time looking at the gauge move around they hit things (OK, probably not that bad). But folks spent a lot of time looking at the gauge.
So, how does this answer your question? The answer is yes, it's normal. Because of the filtering algorithms, there really isn't a difference to be determined between 8:00, 9:00, or 7:43 and 15 seconds. The gauge really only tells you three things - if the needle is down on the peg, the engine is cold. If the needle is in the green area -8 or 9, then all is fine. If it's in the red, you've got a problem. You're probably seeing more of an effect in the way the filtering algorithm uses outside air temp than an actual temperature difference in the engine.
In the earlier cars you could see the action of the thermostat as it opened and closed, and even differences in thermostat temp. In the newer cars, most of that is gone. So you're fine - or at least the car is.
