Ridiculously low MPG--causes?

I've read a couple of recent posts concerning low winter mileage caused by chaanges in gas composition, installation of roof racks, and the like, but I still think there's some kind of problem with my '97 CSE. Latest tally showed around 16 mpg, this using the "by hand" method, not the mileageometer on the dash. A tank went something like 215 miles lately, and I remember getting over 300 easily some time ago. Tires are new and inflated, car has 48K miles and runs like new, no missing, no problems with acceleration or anything else. I replaced the plugs with NGKs from the dealer about six weeks ago. Driving style is more old fogey than young hot dog. Mostly around town...but still... what gives?
Related question: when is Saab coming out with a hybrid? Seems to me that's the wave of the future, and right up Saab's alley given the sort of company it is. Any info on this?
