i haven't found plugs to be a problem unless they were fouled plugs, but i had old old really worn out plugs with huge gaps and i was getting 24 average town with 32-34 highway, and new plugs didn't make a difference in my 92 9000s 5spd.
air filter made a huge difference in that car when mileage suffered. new di also helped (I got 37mpg average on the highway before getting off into town driving).
90 9000S 5 spd doesn't get better than 28-30 highway and runs about 20 around town, geared differently, though i don't know why, should be same transmission.
my 93 9000CSE auto does lower than the 92 5spd around town (high teens now after new plugs and di and oil), but can get 30-34 highway.
