You should also check your visors, the lamps for the mirrors are also connected to that fuse, I had that same problem and a broken lamp or short in the passenger side visor would cause the fuse to blow. I taped up the contacts on the left side of the visor, the contact that brings power to the mirror lamp, so the lamp does not get power and the fuse has never blown since. So I would check that too!
