I had similar problem on by 93 CSE. When you say the TCS light comes on, I suspect you mean the orange one on the left side of the instrument display, rather than the "dreaded" red one ("TCS CTL") on the right hand side, near where the "shift up" light is. One my car, I had the orange light illuminated intermittently. At first I only really noticed it when braking, as if the ABS was activating (pedal plusations). Then I realized that it could occur anytime for speeds less than about 25 mph.
I took the car to SAAB. They told me it was a faulty ABS hydrolic unit that would cost in excess of $2500.00. Then they also told me I had a bad wheel speed sensor (a sensor that connects into the hub of each wheel, part of the ABS/TCS system). I put this together and realized that the wheel speed sensor was misinforming the ABS ECU. I changed the sensor ($190 for the part, can only get it from SAAB). Problem is gone.
