But I never had the issue of the car not turning off unless the lights were off. That leads me to believe that it is some type of wiring issue, most likey a ground or several grounds.
I had the issue of one headlight out (the little aux light was still on) but when I switched on the high-beams, the aux light went out too. It turned out to be a ground issue somewhere, not a relay issue. My suggestion is to check your wiring, and to clean and check all of your grounds. Sorry I can't help more, but I didn't tackle this one, my indy did. Happy New Years!
